1. Definition of TalTech student organisation
1.1. These rules establish the procedure and regulation for creating a student organisation in Tallinn University of Technology (hereinafter “TalTech”), and also the definition and conditions of a student organisation. The rules of student organisations establish the definition of student organisation, the register, the procedure for entering data in the register, the establishment of student organisation and the termination of activities thereof.
1.2. Student organisation of TalTech is a voluntary association of TalTech’s students with its aims or main activities being the provision of high-quality membership experience to students, the development of transferable skills, and the promotion of student life. The main activities of TalTech’s student organisation (hereinafter “student organisation”) should not include the earning of income from economic activities.
1.3. Student organisations have two levels: a young organisation and a fully developed organisation. Unless otherwise established in these rules, the definition of student organisation refers to both.
1.4. The level of a young organisation aims at ensuring the viability of student organisation.
1.5. A student organisation can only be a legal person within the meaning of the Non-profit Associations Act.
1.6. Student organisations cannot be political or religious.
1.7. The activities of a student organisation should be targeted at TalTech’s Student Body.
1.8. All student organisations are entered in the student organisation register (hereinafter “register”).
1.9. The status of a student organisation terminates with the removal of the organisation from the register.
1.10. A student organisation has a name that has not been repeated and that is not misleading with regard to the objective of the non-profit association, scope of activity or legal form, and not contrary to public policy.
2. Establishment of student organisation
2.1. In order to become a student organisation, the management board of the organisation to be created submits an application for creating an organisation to the management board of the Student Body and it is digitally signed by all management board members of the organisation to be created.
2.2. The application form for the establishment of a student organisation is approved by the management board of the Student Body with its decision.
2.3. The status of a young organisation lasts up to one year.
2.4. The management board of the organisation to be created is obligated to meet with the management board of the Student Body. After the meeting, the management board of the Student Body makes a decision whether to provide the organisation to be created with the status of a young organisation or reject the application.
2.5. The management board of the Student Body does not satisfy the application if:
2.5.1. there is an overlapping organisation;
2.5.2. it is in conflict with the points established in Chapter 1;
2.5.3. there is some other good reason.
2.6. A young organisation has the same rights as a fully developed organisation.
2.7. Unlike a fully developed organisation, a young organisation is required:
2.7.1. To meet with the coordinator of student organisations at least once;
2.7.2. To submit an activity report to the coordinator of student organisations and the management board of the Student Body at least once.
3. Register of TTÜ student organisations
3.1. The administrator of the register of student organisations is TalTech Student Union.
3.2. The administrator of the register does not enter the non-profit association in the register if its articles of association or other documents do not correspond to the rules of student organisations (hereinafter “rules”). Upon refusal to accept the application, the administrator of the register should indicate the reason for rejection.
3.3. Once entered in the register, the non-profit association obtains the right to apply for grants, services, and other options offered by TalTech Student Union.
3.4. The following data is entered in the register:
3.4.1. name of the non-profit association;
3.4.2. names of the management board members, their contact details and student statuses;
3.4.3. list of the student organisation members and student statuses;
3.4.4. short description of the student organisation, main activities and objectives.
3.5. The student organisations submit their lists of members for each calendar year in March and November, as announced by the management board of Student Body. The lists of members are used for statistical purposes, and any personal data contained therein is not disclosed to third parties.
3.6. The student organisation is obligated to verify the data in the register by the time announced by the management board at least once a year, and communicate any changes to the coordinator of student organisations.
3.7. The organisation is excluded from the register:
3.7.1. On the basis of the corresponding application submitted by the non-profit association.
3.7.2. With the decision of the management board of the Student Body if the requirements for belonging to the register established in Chapter 3 have not been met.
3.7.3. With the decision of the management board of the Student Body if the law has been violated or if the student organisation undermines the reputation of TalTech and the Student Body.
3.7.4. With the decision of the management board of the Student Body if Student Union has failed to contact the student organisation within two months of their first meeting and has still failed to contact it after numerous reminders.
3.7.5. Upon termination of the activities of the non-profit association.
3.8. For reasons established in clauses 3.7.1–3.7.5, the coordinator of student organisations excludes the organisation from the register and also notifies the management board members entered in the register. The rights of student organisation disappear at the moment these are removed from the register.
4. Implementing provisions
4.1. The rules enter into force from the moment these are approved by TalTech Student Parliament.
4.2. Upon enforcement of these rules, the rules approved with Decision No. 33 of Student Parliament of 7 June 2016 and amended with Decision No. 16 of 8 May 2018 shall be repealed.
