General provisions<\/h2>\n<p>1.1 Kuressaare College and Virumaa College (hereinafter jointly referred to as \u201cthe College\u201d) are regional academic structural units of Tallinn University of Technology (hereinafter referred to as \u201cthe University\u201d) that are not affiliated with any of its Schools.<\/p>\n<p>1.2 The English name of Kuressaare College is Tallinn University of Technology Kuressaare College.<\/p>\n<p>1.3 The English name of Virumaa College is Virumaa College of Tallinn University of Technology.<\/p>\n<p>1.4 The College operates pursuant to the Tallinn University of Technology Act, the Statutes of the University, these Statutes and other legislation.<\/p>\n<p>1.5 Kuressaare College is located in Saaremaa. Virumaa College is located in Ida-Viru County.<\/p>\n<p>1.6 The College\u2019s activities are guided by the university\u2019s Strategic Plan and academic values, as well as by its role in supporting sustainable development in the region and across Estonia, focusing primarily on the needs and opportunities in the sectors in which the College operates.<\/p>\n<h2>2. Purpose and functions<\/h2>\n<p>2.1 Within its fields of activity, the College fulfils the University\u2019s mission, as set out in subsection 2 (1) of the Statutes, primarily by supporting the technological, economic, educational and social development of the region in which it operates.<\/p>\n<p>2.2 To fulfil this mission, the College shall:<br \/>\n2.2.1 perform, within the scope of its competence, the functions laid down in subsection 2 (2)of the University\u2019s Statutes and conduct teaching, research and development activities within its fields of activity;<br \/>\n2.2.2 organise teaching and contribute to the development of study programmes in line with the University\u2019s academic and quality-assurance policies;<br \/>\n2.2.3 initiate and carry out applied research, research and development activities, and knowledge-transfer activities that support the College\u2019s fields of activity, the University\u2019s strategic objectives and the region\u2019s development needs;<br \/>\n2.2.4 cooperate with the University\u2019s Schools, Departments, other structural units and research groups to integrate teaching with research and development activities;<br \/>\n2.2.5 cooperate with international organisations, state and local government agencies, employers, professional associations and societies, and educational institutions in Estonia and abroad;<br \/>\n2.2.6 promote science, technology and engineering education and help nurture the next generation of students;<br \/>\n2.2.7 develop the infrastructure, laboratories and collaboration platforms needed to support teaching, research and development;<br \/>\n2.2.8 foster good academic and research practices, entrepreneurship, sustainability-minded thinking and a responsible working culture.<\/p>\n<h2><strong>3. Principles of management and organizational structure<\/strong><\/h2>\n<p>3.1 The College is a regional academic structural unit\u00a0 and is not affiliated with any of the University\u2019s Schools.<\/p>\n<p>3.2 The academic decision-making body of the College is the Council.<\/p>\n<p>3.3 The College is led by a Director.<\/p>\n<h2>4. College Council<\/h2>\n<p>4.1 The Vice-Rector responsible for academic affairs shall establish the Council and approve its composition, on the proposal of the Director, for a term of up to three years.<\/p>\n<p>4.2 The Director is the Chair of the Council.<\/p>\n<p>4.3 The Council shall include:<br \/>\n4.3.1 the Director;<br \/>\n4.3.2 Full Professors, Associate Professors and Research Professors;<br \/>\n4.3.3 Deputy Directors or area directors appointed by the Director;<br \/>\n4.3.4 four representatives of the academic staff;<br \/>\n4.3.5 three student representatives;<br \/>\n4.3.6 up to three external members appointed by the Director to represent partners or provide expertise relevant to the College\u2019s areas of activity or regional development.<\/p>\n<p>4.4 The Director shall convene and chair meetings of the Council. The College Council shall meet as necessary, but at least once per semester. The Director shall convene a meeting at any other time upon the request of at least half of the members of the College Council.<\/p>\n<p>4.5 The College Council shall:<br \/>\n4.5.1 discuss and decide on the College\u2019s strategic development matters and matters relating to teaching, research and development;<br \/>\n4.5.2 monitor the implementation of the established principles for ensuring the quality of teaching and research at the College;<br \/>\n4.5.3 discuss the College\u2019s budget and approve its draft budget;<br \/>\n4.5.4 hear the Director\u2019s report at least once a year and give its assessment of the execution of the College\u2019s budget and the implementation of its teaching, research and development, and cooperation activities;<br \/>\n4.5.5 make proposals to the Director on matters concerning the College;<br \/>\n4.5.6 approve the College\u2019s draft study programmes and submit them to the Senate for approval;<br \/>\n4.5.7 have the right to submit matters and proposals to the Senate or a committee of the Senate for discussion or the formulation of a position;<br \/>\n4.5.8 express, where necessary, its views on university-wide draft documents;<br \/>\n4.5.9 make proposals to the University Senate for amendments to this Regulation;<br \/>\n4.5.10 adopt the Council\u2019s rules of procedure, which shall lay down at least the principles governing the Council\u2019s work and the procedure for conducting meetings;<br \/>\n4.5.11 discuss other matters raised by the Director;<br \/>\n4.5.12 perform other duties arising from legislation.<\/p>\n<h2>5. Director of the College<\/h2>\n<p>5.1 The Director reports to the Vice-Rector responsible for academic affairs. The Director shall be responsible for the overall condition, development and reputation of the College and for the lawful and appropriate use of its financial resources, and shall exercise administrative authority within the limits of the Director\u2019s powers.<\/p>\n<p>5.2 The Director shall hold at least a master\u2019s degree or an equivalent qualification and preferably have management experience.<\/p>\n<p>5.3 The Director shall issue orders within the limits of the Director\u2019s authority.<\/p>\n<p>5.4 The Director shall:<br \/>\n5.4.1 establish the College\u2019s internal structure, the operating principles of its units and its work arrangements, unless otherwise provided by University legislation;<br \/>\n5.4.2 coordinate the administration of degree programmes at the College, make proposals for the appointment of programme directors and act as their immediate superior;<br \/>\n5.4.3 ensure that study programmes are kept continuously up to date and coordinate their development in cooperation with the relevant programme directors, programme councils, Schools, Departments and the University\u2019s support units;<br \/>\n5.4.4 initiate new lines of research at the College in cooperation with the Rector\u2019s Office;<br \/>\n5.4.5 represent the University in its relations with third parties within the scope of the authorisation granted by the Rector;<br \/>\n5.4.6 decide on matters relating to students\u2019 studies;<br \/>\n5.4.7 prepare the draft College budget, approve it after the University budget has been approved by the University Board, and monitor the execution of the College budget;<br \/>\n5.4.8 comply with orders and instructions issued by the Rector and the area directors within the scope of their powers;<br \/>\n5.4.9 perform other functions arising from legislation.<\/p>\n<h2>6. Assets and financing<\/h2>\n<p>6.1 The College possesses and uses the university\u2019s assets.<\/p>\n<p>6.2 The Director shall organise the possession, use and preservation of the assets and establish the measures necessary for that purpose.<\/p>\n<p>6.3 The College\u2019s budget forms part of the University\u2019s budget.<\/p>\n<p>6.4 The College\u2019s financial resources shall be used in accordance with the procedure laid down in the University\u2019s legislation.<\/p>\n<h2>7. Reporting, auditing, and supervision<\/h2>\n<p>7.1 The College shall report on its activities, which shall be subject to supervision in accordance with the procedure laid down in applicable legislation.<\/p>\n<p>7.2 The Director shall submit to the College Council, at least once a year, an overview of the execution of the College\u2019s budget and its teaching, research and development, and cooperation activities.<\/p>\n<p>7.3 Quality assurance of the College\u2019s teaching, research and development activities shall be carried out in accordance with the University\u2019s quality management policies and applicable legislation.<\/p>\n<h2>8.
