Tuition fee rates for first- and second-cycle students and external students in degree studies in the 2026\/2027 academic year<\/p>\n

1. Full-time students enrolled in study programmes taught in English, including students undertaking studies while on academic leave, shall pay the following semester fees during the nominal duration of their studies, regardless of the number of credit points declared:<\/p>\n\n\n\n\n\n\n\n\n\n\n\n\n\n

Students from outside the European Union shall pay the tuition fees for two semesters before enrolment.<\/p>\n

2. The following full-time students enrolled in study programmes taught in English are exempt from the semester fee:
\n2.1 citizens of one of a Member State of the European Union or permanent residents of Estonia who study at the School of Engineering, School of Information Technologies, School of Science or Estonian Maritime Academy;
\n2.2 citizens of a member country of the Organisation for Economic Cooperation and Development (OECD) or a Member States of the European Economic Area who were enrolled in the School of Engineering, School of Information Technologies or School of Science in the 2022\/2023 academic year.<\/p>\n

3. The following tuition fee rates per ECTS credit point shall apply to students enrolled in the 2019\/2020 academic year or later who study part-time in study programmes taught in English, including those undertaking studies while on academic leave, and, after the end of the nominal duration of studies, to students who paid a semester fee during that period:<\/p>\n\n\n\n\n\n\n\n\n\n

6. The tuition fee rate per ECTS credit point for a graduation thesis or final exam for both students and external students is 50% of the corresponding rate for the relevant study programme of the School (excluding the joint study programmes Public Sector Innovation and e-Governance and Intellectual Property and Data Law):
\n6.1 the fee for a student\u2019s graduation thesis or final exam is calculated on the basis of the tuition fee rate applicable to the relevant study programme in the academic year in which the student was enrolled;
\n6.2 the fee for an external student\u2019s graduation thesis or final exam is calculated on the basis of the tuition fee rate for part-time studies in the relevant study programme applicable in the semester in which the graduation thesis is defended or the final exam is taken 3;
\n6.3 in study programmes subject to a semester fee, the fee for the graduation thesis or final exam is included in the semester fee during the nominal duration of studies.<\/p>\n

7. Full-time students studying free of charge in study programmes taught in Estonian or English, including students occupying study places funded by a tuition fee waiver scholarship and those specified in clause 2, who fail to complete the required cumulative study load shall pay a tuition fee of 50 euros per ECTS credit point for the credits by which they fall short of the nominal load, excluding credits allocated to a graduation thesis or final exam.<\/p>\n

8. A full-time student enrolled in a study programme taught in Estonian on or after 1 August 2024 who discontinues their studies more than 70 days after the beginning of the semester shall pay a tuition fee of 50 euros per ECTS credit point for any credits from declared courses that remain unearned on the date of discontinuation. The date on which the student submits an application for exmatriculation at their own request in the study information system shall be deemed the date of discontinuation of studies.<\/p>\n

9. A full-time student enrolled in a tuition-free study programme taught in English or occupying a study place funded by a tuition fee waiver scholarship on or after 1 August 2024 who discontinues their studies after the deadline for submitting their individual study plan for the semester shall pay a tuition fee of 50 euros per ECTS credit point for any credits from declared courses that remain unearned on the date of discontinuation. The date on which the student submits an application for exmatriculation at their own request in the study information system shall be deemed the date of discontinuation of studies.<\/p>\n

10. The tuition fee rates laid down in this Resolution do not apply to foreign students who hold Ukrainian citizenship and were enrolled in the 2022\/2023 academic year or earlier. These students shall study free of charge in all study programmes.<\/p>\n

11. From 1 August 2026, the provisions of this Resolution governing the School of Engineering and its study programmes shall also apply to Kuressaare College and Virumaa College and to the study programmes they administer. [entry into force 01.08.2026]<\/p>\n

1 <\/sup>In the international joint study programmes Public Sector Innovation and e-Governance and Intellectual Property and Data Law, tuition costs are covered and the tuition fees are settled between the universities in accordance with the consortium agreement entered into between the partner universities and the Erasmus Mundus agreement concluded between the European Commission and the consortium.<\/span><\/span><\/span>
