Tuition fee rates for students and external students in the academic year 2022/2023

Based on clause 8) of § 9 of the Statutes of Tallinn University of Technology

the Senate DECIDED:

1. To approve the tuition fee rates for I and II level students and external students in the academic year 2022/2023 (annexed).

2. Resolution No 13 of 15 June 2021 of the Senate “Tuition fee rates for I and II level students and external students in the academic year 2022/2023” is repealed.

 3. The decision shall enter into force from the moment of signing thereof.

Tuition fee rates for I and II level students and external students in the academic year 2022/2023

1. Full-time students studying in study programmes taught in English, including students studying during academic leave, shall pay a semester fee during the nominal period of studies in the following amount regardless of the amount of declared credit points:

Students from outside the European Union shall pay the tuition fee for two semesters before matriculation.

2. The semester fee is not applied to full-time students who are:
2.1 citizens of one of the Member States of the European Union or permanent residents of Estonia and are studying in the School of Engineering, School of Information Technologies or School of Science,
2.2 citizens of one of the countries of the Organisation for Economic Cooperation and Development (OECD) or citizens of one of the member states of the European Economic Area and are enrolled in the School of Engineering, School of Information Technologies or School of Science in the 2022/2023 academic year.

3. If a student specified in clause 2.1 or 2.2:
3.1 has been exmatriculated from his/her study programme and re-commences studies in the same study programme within two years, or
3.2 re-commences studies at the same level of higher education before the triple nominal period of studies of the study programme where the student studied previously has passed and the student has not covered the tuition costs of at least fifty per cent of the nominal period of the study programme, the student shall pay semester fee at the rate laid down in clause 1. In the case of the integrated Bachelor’s and Master’s study programmes, a double nominal period of studies is applied instead of the triple one.

4. For students enrolled in the 2019/2020 academic year or later and studying part-time, incl. during study leave, in study programmes taught in English, the tuition fee rate for one ECTS credit point is the following:
4.1 for students enrolled in the study programmes of the School of Engineering, the School of Business and Governance and the School of Science from the 2019/2020 academic year to the 2021/2022 academic year (included) the tuition fee for 1 ECTS credit point of a course is 60 euros (except for students studying in the study programme Entrepreneurial Management (MBA), where the tuition fee rate applied for 1 ECTS credit point is 100 euros);
4.2 for students enrolled in the study programmes of the School of Engineering, the School of Business and Governance and the School of Science in the 2022/2023 academic year and later the tuition fee for 1 ECTS credit point of a course is 70 euros (except for students studying in the study programme Entrepreneurial Management (MBA), where the tuition fee rate applied for 1 ECTS credit point is 100 euros);
4.3 for students enrolled in the study programmes of the School of Information Technologies in the 2019/2020 academic year and later the tuition fee for 1 ECTS credit point of a course is 100 euros;
4.4 from the end of the nominal period of studies the tuition fee rate laid down in clauses from 4.1 to 4.3 applies also to students who have paid a semester fee during the nominal period of studies.

5. For students enrolled in the 2017/2018 academic year or later and studying part-time, incl. students studying during academic leave, who have lost the right to a tuition fee waiver scholarship and for students in self-paid study places, the tuition fee rate for 1 ECTS credit point of a course in euros is the following:

6. 8. The credit point fee for a graduation thesis and final exam is 50% of the credit point fee rate of the relevant study programme of the School (excluding in the joint study programme Public Sector Innovation and eGovernance):
8.1 the fee for a student’s graduation thesis or final exam is calculated based on the tuition fee rate of the relevant study programme applied in the year of the student’s matriculation;
8.2 the fee for an external student’s graduation thesis or final exam is calculated based on the fee rate of part-time studies of the relevant study programme applied in the semester when the graduation thesis is defended or the final exam is taken⁶;
8.3 in the study programmes with a semester fee, the fee for the graduation thesis and final exam is included in the semester fee during the nominal period of studies and no separate fee is charged for them.

9. Full-time students studying in study programmes taught in Estonian or English free of charge, including at a student place funded by a tuition fee waiver scholarship and students specified in clause 2, who fail to complete the required cumulative semester load, shall pay the tuition fee rate 40 euros for 1 ECTS credit point for the credit points by which they fall short of the nominal load, excluding the credit points for a graduation thesis/final exam.

10. The tuition fee rates laid down in this resolution do not apply to foreign students with Ukrainian citizenship studying at I or II level of degree studies or matriculated in the 2022/2023 academic year. The abovementioned students study free of charge in all the study programmes.

¹ In the international joint study programme Public Sector Innovation and e-Governance the costs of tuition are covered and the tuition fees are settled between the universities in accordance with the consortium agreement entered into between the partner universities and the Erasmus Mundus agreement entered into between the EU Commission and the consortium.
² The lower tuition fee rate is applied to students enrolled in the 2017/2018 academic year in the Master′s study programme Technology Governance and Digital Transformation.
³ Students studying in the study programme Cyber Security Engineering shall pay a semester fee in the amount of 1200 euros regardless of the amount of declared credit points.
